I see a power steering thread here already but if this isn't in the right spot, mods feel free to move this.

So in the summer when I start my car I can immediately turn the wheel and it moves easily...but in the winter when I start my car it takes a second for the power steering kicks in...however before the power steering kicks in, the car makes a honking (sometimes for a prolonged period of time when its REALLY cold) sound and then the power steering kicks in.

What could that be, and how do I fix it? I only ASSUME that's it's power steering.

Check your power steering reservoir. If its empty or really low, the pumps working dry..

Mine did the same thing last winter, my PS had a leak. In the summer its warmer and the seals swell. Now that its colder the seals shrink and leak fluid. Mine made a whining sound and when i looked in the reservoir it was dry.
