I believe there is a commonly used EBay Neon strut brace. If I'm not mistaken, it needs to be redrilled for the Celica struts. It's not much information, but it's a start until someone who knows more about the Neon strut bar posts up.

There's a write up on CelicaTech about it:

If you don't feel like looking, search ebay for a 94-95 Neon Front Strut Tower Brace... but yea, you will need to drill new holes in the brackets to fit the Celica's strut tower bolt. (just 2 new holes on either side)

Its a pretty easy process. I went with the Megan one, drilled two (per side) new holes and slapped it on there.

I guess it depends on how much you drop down on it...i paid 40 some...so imo worth it. As good as a solid 3 point....cant say as I dont have one. Made a noticable difference I guess......without hard evidence its hard to back a claim other than "feel". The only thing that bothers me is the nuts on two (per side) have about a thread or so exposed....would feel better with more, but so far so good.
