ok whats wrong with the efi ,when the engine tries to turn over the efi relay stays on and floods the engine,whats is the cure ?

Are you talking about the fuel pump relay?

The engine wont flood with fuel unless the fuel injectors are receiving their pulse from the ECU. You can run the pump continuously with the car off and all that's happening is that you're cycling fuel through the lines, across the fuel rail, then back to the tank.

^^^ correct, just cause the pump is running the cylinders are not flooding
