i was wondering what does hid amperage range for a 35 watt kit? i want to make sure that i dont over use a rated wire, and possible start a fire because i am using the wrong guage wire? any input would be helpful...

2.917 amps @ 12 volts. They'll peak at around 12 amps for a couple millisecs to fill the ballast and might stay at 4-5 amps for a couple seconds when cold.

55w halogen bulbs are 4.583 @ 12 volts and peak at 15ish amps for a couple millsecs during turn on.

so a basic wiring kit would do the trick and wont get hot while being used for a prolong of time?

HID kits use less power when compared with incandescent lights and output more light as well. This is why they are becoming more popular.
A basic wiring kit should be fine and not burn out, especially it is is designed for incandescent bulbs.

Just make sure you know what the amperage rating of the exact kit you have is, and the amp rating on the wires. Also, be careful of the eBay branded HID kits, because some of them actually use ridiculous amount of power because of bad designs and crappy parts...

Ahh, you'll need all kinds of fun stuff then. Are you using a fog light kit, or the OEM lights and going about it yourself? If not using a kit you will need a relay and inline fuse along with some 16 gauge wire.

I'm going to use 94 stock fog lights with ddm tuning 35 watts ballast and was thinking about getting a universal wiring kit from amazon with a 40a relay

15-20A relay would suffice.

this is the kit i was thinking about.... i also have the 96+ stalk with oem fog switch and pigtails, anybody by chance know how to wire that up for everything else original except for the fog lights?
