Is it possible to remove the brake dust shields from the front Knuckles without removing the hub?

To answer your question, Yes. There are 3 screws/bolts, don't remember the type but they are on the back side of the dust shield. Hopefully yours are better off than mine though, they were rusted in the mounting holes so bad that I had to use heat to take them out.

you really cant do it. you have to remove the bearing. believe me i have tried. its between the hub and the knuckle.
