Tried to apply vacuum at the EGR port to test EGR valve. Will not hold vacuum. Does this mean ERG is shot? Anything else to test?

Also, how best to test EGR vacuum modulator?

You apply vacuum to the EGR valve itself, not the port on the manifold.

Perhaps I should have been more specific. I tried to apply vacuum to the EGR valve. I attached the vacuum pump to the port on the top of the valve. In the picture below it's the port sticking straight up off the top of the valve. It would not hold vacuum.
